It’s the fourth of such speeches Biden has made throughout his presidency, the first being on the one year anniversary of the Jan. 6 Capitol riot.
President Joe Biden is speaking at Arizona State University, home of the McCain Institute, in Phoenix where he will announce that funding from the American Rescue Plan will be used to build a McCain Library in partnership with the Institute.
The speech also comes amid Republican disfunction on Capitol Hill where a handful of extremist Republicans are holding up votes on government funding, leading to a likely government shutdown at midnight Saturday. It is the fourth such speech on democracy that Biden has made during his presidency, the first of which was delivered on the first anniversary of the Jan. 6, 2021, Capitol riot.
