President Biden, fully vaccinated and fresh off his second booster shot, is spending more time in large groups without a mask, taking calculated risks even as several people around him have tested positive in recent weeks
WASHINGTON—President Biden gathered Tuesday alongside roughly 200 mostly unmasked guests in the White House’s East Room to tout Democrats’ healthcare law. On Monday, he mingled in a tightly packed crowd on the South Lawn, posing for photos and shaking hands.

On Wednesday, Attorney General Merrick Garland, Commerce Secretary Gina Raimondo and Jamal Simmons, communications director for Vice President Kamala Harris, said they had tested positive.
