Calvert said he asked for the additional money because the project’s designers hadn’t met with the construction manager until two weeks ago. The contract didn’t include bullet-resistant features and an outdoor trellis clad with polished stainless steel. But Dan Curry, county facilities management director, said they’d taken into account ballistic fabrics, the trellis and landscaping.

“We, as staff, would not recommend adding $1.3 million to clad the trellis in polished stainless steel fabric,” Curry said. “We think it brings no value to the job.” To fund the additional $900,000, the county transferred money from about a dozen small capital projects from past budgets that are completed or inactive, County Manager David Smith told commissioners. Commissioner Rebeca Clay-Flores asked if the redirected funds might affect her precinct. Smith said no.At Rocket Lane and Loop 1604 in Converse next to Joint Base San Antonio-Randolph, the building is set for completion in the summer of 2024.
