“They can protest, it’s not a matter of debate,” he told the Bay Area News Group, “Wouldn’t any student expect that if they walked out of class it would affect their grade?” Kissner, a former veteran who served in the Marines and served as a substitute teacher in a juvenile detention center, also claimed that his firing was “kind of expected in the years running up to it.”
But a state hearing held in October 2021 under California’s Office of Administrative Hearings — which came after a statement of charges in February of that year from then-superintendent Lisa Fraser — complicates his story.
