After a review of the city’s plan to return to the RCMP, the B.C. government concluded it would not be safe and would come at the expense of staffing other RCMP detachments and units in B.C.

“If something earth shattering comes out of that report, absolutely, … I’ll look at it. It’s important that we reconsider based on new information. But if nothing changes, the decision has already been made,” he said, referring to last December’s vote by council to stick with the RCMP. Bains said his concern with signing the agreement is that now he cannot use the information in the report to explain his position to the public. He said he understood if some councillors decided not to sign the agreement because of those transparency concerns.

Annis, who is with the Surrey First party, said she continues to hope all councillors will sign the NDA and read the unredacted report. She is about three-quarters of the way through the report, she said. The province’s analysis found the RCMP’s plan had prioritized re-staffing Surrey RCMP over other critical RCMP resourcing needs in the province. It also relied on many SPS officers being willing to join the RCMP to re-staff Surrey, but lacked a strategy in case that did not happen.
