Police have been preparing for the Asia-Pacific Economic Cooperation since February
The Asia-Pacific Economic Cooperation summit kicks off in The City on Saturday, bringing scores of world leaders , new levels of traffic and presidential levels of security.
The Department of Homeland Security considers many factors when dubbing a gathering an NSSE, including the size and significance of the event, as well as the"anticipated attendance by dignitaries." Lazar added the SFPD is mobilizing the entire department for the first time in decades in response to APEC, meaning all officers will be on duty providing extra staffing to various police stations or patrolling APEC events, and they could be putting in 12 to 14-hour days overseeing the cooperation.The chief said San Francisco police will serve as the front-line defense and response to any"policing needs" related to APEC.
Scott noted events such as APEC frequently bring"a variety of 1st Amendment activities" — namely protests and demonstrations — which the SFPD expects to see. Additionally, given the high caliber of some of the attendees, Scott said police motorcades and other official traffic will impact San Francisco roads during APEC. The chief said more information would be provided in the coming days, though the Secret Service provided a map of its APEC security zones ahead of the event.
Regardless of the traffic troubles, Scott said the SFPD will ensure businesses can still operate in"security zones" and that people who live near the APEC hubbub will be able to come and go with as little issue as possible.
