Immigration advocates say Biden was too slow to end it in the first place. His administration used Title 42 to expel migrants 1.2 million times before he moved to end it. They see it as an example of how Biden has been reluctant during his time in office to fully embrace the vision he put forward on the campaign trail of a more humane immigration system.

Under a new policy, asylum officers can now adjudicate cases on the border, rather than having asylum seekers wait years for their claims to be heard in courts. Officials have said the rule would allow officers to vet asylum claims in a matter of months, instead of the six to eight years the process typically takes.In September, the New York Times reported that since the end of May, just 99 people had completed interviews with asylum officers and been fully evaluated under the new rules.
