WASHINGTON – Tensions between Gulf states and Israel are rising three years after historic peace deals, slowing down hoped-for investments and setting back US efforts to further integrate the region by including main power Saudi Arabia.

After months of dragging its feet on a bilateral visit by Mr Netanyahu, the UAE invited the Israeli leader only for an international event – the COP28 climate conference later this year in Dubai.
