The African National Congress (ANC) has challenged the Democratic Alliance 's (DA) claims that its cadre deployment policy has enabled state capture and contributed to the country's decline. The ANC contended that its coalition partner in the Government of National Unity (GNU) had failed to provide any evidence to the court linking the ANC's cadre deployment policy to the decline in service delivery or other issues.

The DA presented its arguments before the Gauteng High Court in Pretoria on Wednesday in an application for leave to appeal. Morison asserted that the DA's argument lacks merit as the party lacks a comprehensive understanding of the policy's implementation and has presented no evidence to substantiate its claims. Furthermore, the ANC stated that no evidence has been presented to show that the cadre deployment policy has resulted in a deterioration of service delivery or facilitated state capture. \The DA maintains that the cadre deployment policy pressures officials to comply with the ANC's directives or face repercussions. However, Morison countered that no evidence of such enforcement has been presented to the court. Consequently, he argued that the court cannot make a well-informed decision in the absence of sufficient evidence and that the DA has not provided compelling reasons for the court to grant leave to appeal
