He argues that the government's focus shifted from developmental to philanthropic, exemplified by the decision to build houses for people instead of providing them with resources to build their own. Mathabatha emphasizes that this approach contradicted the ANC's initial developmental plans. He further identifies the disbanding of the elite crime-busting unit, the Scorpions, as a major mistake, stating it destroyed vital state structures. This decision was made in 2009 following an ANC resolution at the 2007 Polokwane conference
