Rishi Sunak announced in September that there would be a ban on American XL Bullies by the end of the year will “collapse” before the end of the year due to a lack of qualified police officers, kennel space and veterinary services, experts have warned.

But vets are warning that they may not be prepared to put the dogs down and gaining an exemption is a potentially lengthy process that requires both a court hearing and expert checks. Others believe it is more like 50,000 and critics say the number of dogs affected by the ban is likely to be inflated in any case because the definition of the XL Bully breed published by the Government this week is, in Ms Connolly’s words “ridiculously vague”.Applying for an exemption certificate would require a court hearing, during which magistrates will decide if the dog is safe to be kept as a pet based on evidence from both police and an independent expert.

Mr Martin says there are at least 5,000 XL Bully dogs registered at IVC Evidensia vet practices, which account for around 10 per cent of UK vets. Since Brexit, there has been a dramatic shortage of vets available in the UK, with the number of EU registrants falling by two-thirds, according to the British Veterinary Association .

Ms Coffey said: “We are taking quick and decisive action to protect the public from tragic dog attacks and this week I have added the XL Bully type to the list of dogs prohibited under the Dangerous Dogs Act. She believes the Government will have to abandon its timeline for banning XL Bullys and allow temporary measures such as a system for owners who want to keep their dog to ‘self-certify’ it for an interim period.
