“It’s very difficult obviously trying to work with upwards of 18 First Nations when there is no formalized sort of precedent to do this,” she said. “It’s just taking time, understandably, to try to bring everybody together … and educating people on what is a regional assessment and the possibilities here.”

Ford’s government has the support of at least two First Nations — Webequie and Marten Falls — both of which helped design a framework for an environmental assessment to be carried out on parts of the all-season road.Progress on the road has created a “time pressure” for other First Nations that have urged the need for a proper environmental assessment in the region before any kind of development is done, according to Kempton.
