The state Senate under Majority Leader Andrea Stewart-Cousins approved a big change to the public campaign finance system by a single vote on Friday.“It was clear that we could not come to an agreement with the governor on this plan. It takes all three parties,” Stewart-Cousins and Heastie said in a joint statement.
