Alabama lawmakers, last week, grilled officials with several state agencies including the Alabama Department of Environmental Management over the status of projects that have yet to begin.

The two lawmakers site on an oversight panel for the state's American Rescue Plan Act money and both are worried about the prospects of the federal government clawing back money if it's not spent by 2026. .
Atop the list of concern that of approximately 390 water and sewer projects overseen by the Alabama Department of Environmental Management, only 79 have returned signed agreements indicating the projects can move forward.“That’s really concerning,” said state Senator Chris Elliott, R-Josephine. Other lawmakers said that rural utilities in poorer areas of the state are unable to pay back a state loan that would be provided to them to finish out their infrastructure projects.
ADEM Director Lance LeFleur told Singleton that his agency, when assessing a project proposal, will look at an utilities or a local government agency’s financial capabilities to undertake a local match requirement., said that project awards are determine only where appropriate engineering and financial packages have been thoroughly analyzed and structured for successful implementation.
She added, “ADEM has a procedure in place to assure that no funds will be returned to the federal government.” Fairhope Mayor Sherry Sullivan said her city has applied for ARPA money on projects that are underway. Included in that is a $6.4 million water line project at Fairhope Avenue and Baldwin County Road 33, which is underway. She said the city is willing to provide a local match on that project.
