Tory said, “Homelessness is very much related to mental health although not entirely. Police right now have the ability to take people to a mental health facility and do what they call a form one. But they have to make a discretionary decision, because it isn’t just someone who might be walking down the street talking to themselves or sleeping in the street.
Gavin Tighe, senior partner with Gardiner Roberts LLP in Toronto, says, “I don’t think it was a change in law, I think it was a change in application of the law.”Article content
