A bill up for a final vote in West Virginia's Senate could make the state the first to pass new legislation restricting access to abortions after the U.S. Supreme Court's ruling removing its protected status as a constitutional right.

The exemption also requires victims to report their assault to law enforcement. Kaylen Barker, communications director at the state's only abortion clinic, is escorted out of the House chamber by security during the public hearing on the abortion ban bill Wednesday.
