Given that it was introduced in the first film in the franchise, Star Wars' Rebel Alliance has a long history. From its exploration throughout the original trilogy to the hints at its formation in the prequels, the Rebellion has long been one of the franchise's central factions.
Chuchi is evidently gathering allies from various planets, including those like Singh who do not desire to be part of any empire, especially Palpatine's. While many could argue that Andor detailed the Rebellion's origin, that show makes it clear that several insurgencies against the Empire are already taking place. Andor season 2's story will likely detail how those disparate groups came together to form the larger Rebel Alliance under Mon Mothma's command. With Star Wars: The Bad Batch season 3, however, Lucasfilm is exploring how these rebel groups originated initially, only a year after the Empire's formation.
