A 2018 state law was supposed to end the practice, but a local advocate said she encountered about 500 homeless people who needed help after being discharged last year

Dr. Aaron Meyer, a psychiatrist who works in the emergency room at UC San Diego Health, spoke at the press conference and said he has seen first-hand how the intent of the law has not been satisfied.
