Brink allegedly authorised the transactions while knowing his subordinates were not in a position to approve them — and, according to the report, allegedly later tried to reverse the transactions when he discovered there was an investigation into the matter. TimesLIVE has seen the report, dated February 22 2022, which recommended that Brink’s conduct be reported to the council and that he be investigated.

“To date, Mr Brink has not taken any corrective or remedial action. This appears to constitute a dereliction of duty and a possible allowing or permitting of irregular expenditure.”
