Yet one promising shift is that opposition parties are increasingly competitive. From 2011 to 2022, 42 new African leaders took office after an election. Of these, 17 were successors from an incumbent party.

All these factors may lead to changes in some of the countries heading to the polls in 2023. In Sierra Leone and its west African neighbour, Liberia, incumbents have been subject to protests against their handling of the economy and alleged corruption. In Nigeria, anti-establishment feelings are widespread after eight years of misrule by Muhammadu Buhari.

, Zimbabwe’s ruling party, is locking up rivals and fiddling the voters’ roll ahead of elections it would otherwise lose. After more than four decades of calamitous kleptocracy the country desperately needs a change of government. But as long as Zanu-retains the support of the security forces, and of South Africa, the regional hegemon, its people will suffer.
