This was a ridiculous gamble on Palpatine's part, not least because he had no idea whether the Jedi and the clones could defeat the Zillo Beast. While Palpatine could surely have bested it himself, he'd have had to use the Force to do so, and he'd have exposed his true nature. Palpatine's lust for power blinded him to the risk.
5 Palpatine Disbanded The Senate Too Quickly A New Hope Close Palpatine never liked checks and balances on his power, and this always made the fact he took 20 years to disband the Senate seem rather odd. Part of it was that Palpatine seems to have liked the political games, but there was another aspect to it; the Senate served as a useful tool to ensure his enemies' focus remained on political strategy rather than outright rebellion.
Rather than wait until the second Death Star was complete, Palpatine seems to have encouraged news of its construction to leak to the Rebels. He hoped to lure them into a trap, and he made himself the bait, visiting the Death Star so they'd believe they could neutralize the Empire with one attack. There's an old saying about not putting all your eggs in one basket, but presumably there's no Star Wars equivalent to that saying.
2 Palpatine Should Never Have Based His Fleet On Exegol Star Wars: The Rise of Skywalker Close Somehow Palpatine returned, but his schemes in Star Wars: The Rise of Skywalker are easily about as flawed as his Return of the Jedi masterplan. There was a reason Palpatine himself was based on the ancient Sith redoubt of Exegol; George Mann's Dark Legends revealed it is a powerful dark side vergence, a place where the veil between life and death is unusually thin.
